SUNRIVER, Ore. -- Rod Perry shot an even-par 72 in rainy conditions Monday at Sunriver Resort to take the second-round lead in the PGA Professional National Championship. Perry, the PGA head pro at Crane Lakes in Port Orange, Fla., had two birdies and two bogeys on the Crosswater Club course, the site of the final two rounds. The 39-year-old left-hander had an 8-under 135 total after opening with a 63 on the Meadows course. "No lead is safe; thats for certain," said Perry, the 2012 PGA Professional Player of the Year. "Obviously, Crosswater is playing pretty tough. The crosswinds are there, and its tough to get the ball close to the hole. Its tough to get the ball inside 8 to 10 feet. We have a lot of golf to play. Thirty-six holes on this golf course a lot can happen." Mark Sheftic and Chip Sullivan, the 2007 winner at Sunriver, were a stroke back after shooting 4-under 67 on the Meadows course. The 38-year-old Sheftic is a PGA teaching pro at Merion in Ardmore, Pa., the site of the U.S. Open last week. "Hectic is the right word," Sheftic said. "But, you have to say this, everyone that works at Merion and the members, it was a hectic week for us all. Being out here its almost like a vacation. I dont know if I want to say it that way, because its still a lot of stress. But its fun to get out here and play some golf." The 48-year-old Sullivan, the PGA director of golf at Hanging Rock in Salem, Va., holed out for eagle with a wedge approach on his opening hole -- the par-5 10th. "It is a good feeling to be back here," Sullivan said. "I feel like I have never left. I feel like I have the wave going. I didnt hit the ball as well as Id like, but the putter saved me. I made a lot of two putts, and am really happy where I stand. Im trying to relax and see if I can get the ball rolling tomorrow and make some more birdies." CHARLOTTE, N.C. -- NASCARs playoffs are set to begin with a new set of rules that gives the sanctioning body the power to issue far stiffer penalties -- so stringent that a driver could lose the championship if his team fails inspection.The increased penalties announced Wednesday give NASCAR the authority to levy a harsh penalty should a car fail a post-race trip to the Laser Inspection Station. How stiff? A winning team would not be able to use the victory to advance to the next round of the Chase for the Sprint Cup championship.The same penalty could apply to a team that does not have enough secure lug nuts on a cars wheels at the end of a race.The new punishments, under guidelines applying to encumbered finishes, will go into effect if a team fails the post-race laser by a significant amount or if three or more of the 20 lug nuts arent secure after a race. A winning team will not be stripped of the victory, but the benefits that come with a win could be docked.We wanted to make sure that the door wasnt open for a team to really take advantage of the rules, said Scott Miller, senior vice president of competition. The level of infraction that it takes to end up with an encumbered finish, we havent seen that. It would certainly be egregious from everything weve seen before. We want to get these things in place to ensure we have a level playing field and nobody tries to take advantage of the current rules.The guidelines came the same day NASCAR docked Martin Truex Jr. 35 points and fined crew chief Cole Pearn $15,000 because Truexs car failed the laser inspection Saturday night at Richmond. The points deduction does not apply to Truex for the Chase, which begins Sunday at Chicagoland Speedway, because the points have been reset to seed the 16-driver field. Truex begins the Chase seeded sixth.Among the significant changes announced Wednesday was one addressing missing lug nuts. A crew chief will no longer be suspended for one missing lug nut because NASCAR found it did not give teams a significant advantage. Monetary fines will be administered for one or two missing lug nuts, with a suspension warranted for anything else.
